The Senior Manager, QHSE works in conjunction with The Driving Force Group of Companies (TDFG’s) leadership to build the foundation for an effective organization that will safely and efficiently deliver quality products and services at the highest standards. This management role is accountable for embedding the company’s policies and standards, management system and tools throughout the company in addition to establishing both short- and long-term objectives and targets.

The Senior Manager will build internal and external relationships to foster collaboration on fit for purpose, target oriented actions that align the QHSE Organization with customer support needs.  They will have the ability to self-prioritize based on evolving stakeholder requirements and be trusted in providing guidance on legislation, policy and procedure.

DUTIES & RESPONSIBILITES

Key Accountabilities

  • Build, implement and oversee all TDFG QHSE systems, policies, and programs.
  • Develop, maintain and implement all Canadian and US operating procedures that meet the requirements of both QHSE Integrated Management System, Commercial/DOT requirements, local laws & regulations and risk management processes.
  • Develop and implement both corporate and divisional QHSE strategic improvement plan and operational compliance program.
  • Assure effective transportation policy and implementation of ELD program, including oversight of TDFG Driver program and management of our Carrier Profile.
  • Drive collaborative ‘working partnerships’ and peer to peer relationships both within the function, across operations and our wider stakeholder groups, to facilitate the achievement of objectives while promoting the best working practice and consistently high standards of QHSE.
  • Responsible for the development of safety processes and initiatives to obtain the goal of zero accidents for Employees and Contractor personnel.
  • Develop and assure the successful outcomes of annual QHSE audit plans, including any corrective actions needed and in accordance with TDFG certifying bodies.
  • Establish, review and maintain business continuity management plans and specifically the appropriate QHSE response & support processes for North America. The role will also play a key role in forming and implementing Company crisis management responses where health and safety, environmental, quality or other major / catastrophic events require it.

QHSE Management

  • Responsible to define, design and facilitate TDFG’s Quality Management System (‘QMS’) through the development and maintenance of policies, procedures, and auditing requirements in alignment with ISO 9001:2015 standards.
  • Champion ISO accreditation in Safety (ISO 45001), Quality (ISO 9001), Environment (ISO 14001), Energy Management (ISO 50001) as the company expands and grows.
  • Assure root cause analysis on all recordable incidents, analyze safety metrics and review weekly and monthly incident trends to rationalize the allocation of appropriate resources to areas where the safety risk is highest.
  • Prepare appropriate performance reports and maintain performance monitoring, analysis and review against established metrics, procedures and standards to drive improvements.
  • Support the development and management of a Divisional QHSE Risk Register in line with the company’s Risk Management definitions and utilize standard tools where available.
  • Responsible for setting project, department and division objectives and deadlines.
  • Complete effective scoping of projects and timely completion in accordance with set priorities.

Leadership Accountabilities

  • Provide guidance, information, instruction and competent supervision modelling to raise OHS knowledge and practice within the department and organization.
  • Manage, develop and grow the QHSE professionals.
  • Prepare periodic (e.g. weekly, monthly, quarterly) QHSE management information reports for leadership and in line with established/ad hoc requirements.
  • Support the achievement of good industry practice, business competitiveness, and the development of a ‘learning mindset’ within the organization.
  • Support appropriate and effective business communication through leadership, advice, reviews, and direct contribution to meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting and other publications, as necessary and appropriate.
  • Maintain the necessary relationships with third parties, including Enforcement Agencies and audit bodies, clients & customers to reduce risk and continually improve the company’s QHSE reputation in the marketplace.
  • Lead and support the development of initiatives and best practice activities in all areas of QHSE management.
  • Promote and maintain the behaviors and values of TDFG at all times.
  • Lead the development and maintenance of the QHSE training strategy and support its delivery to ensure standards of QHSE competence are achieved and maintained within all areas of TDFG.

Health & Safety

  • Read, understand and comply with TDFG’s safety policies, safe work practices and procedures, rules as well as any OHS legislation as it applies to your work.
  • Actively participate in the company’s safety program.
  • Take reasonable precautions to protect themselves and others around them at the workplace.
  • All other safety responsibilities and duties as determined by the company’s safety program and OHS legislation.

QUALIFICATIONS

  • Bachelor’s degree and a minimum of 5 years of management experience (with an HSE degree / certification), or a minimum of 10 years of related experience (in the absence of any of the above degrees / certification).
  • ISO 9001 Essentials and RABQSA Lead Auditor and Trainer certification.
  • Lean, Six Sigma Green and/or Black Belt certification is an asset.
  • ASQ CQA/CQE Certified Quality Auditor status.
  • HSE and Quality Management Systems implementation (including redesign).
  • Knowledge and application of technical data and methodologies to enhance and maintain quality standards across all functional areas.
  • Direct work experience interacting with regulatory agencies, compliance officers and external auditors is required.
  • Working knowledge of provincial (CAD) legislation is required and federal/state (USA) and local health and safety, and environmental regulations is desired.
